2021 年武术文化艺术之《武线创艺》视频大赛规程

一、主办、协办单位

主办单位：大马国家文化与艺术局（Jabatan Kebudayaan dan Kesenian Negara – JKKN）

协办单位：马来西亚霍元甲武术学院（HYJ Wushu Academy）

二、参赛者

凡是马来西亚居民均可參加。

1. 参赛者必须以个人名义参赛。

2. 参赛的组别必须根据年龄与性别报名 (以年份计算) 。

3. 共分为6组，分别是：

12岁或以下	12岁或以下	13 至 18 岁	13 至 18 岁	19岁或以上	19岁或以上
男	女	男	女	男	女

三、比赛日期与报名

 (一) 日期

 1. 报名及上载参赛作品 ：       2021年8月18日至2021年9月15日

 2. 裁判评审 ：                                2021年9月16日至 2021年9月19日

 3. 成绩公告 ：                                2021年9月25，26日

 4. 文凭与奖励发放 ：                 另行通知

(二) 报名

1. 所有报名須通过网上注册报名及上载影片，截止日期为 2021年9月15日。

2. 逾期者将不予接受报名及上载影片。

3. 网上报名的网址为https://hyjwushu.com/ewushu-art-contest

4. 免报名费，参赛者无需缴交任何费用。

四、参赛资格

1. 只能以个人名义报名，每位参赛者只可递交一份参赛作品。

五、作品要求

1. 参赛作品时长设定为不超过90 秒。

2. 参赛作品必须为个人的原创作品，不能使用他人的任何视频作为作品内容。

3. 如发现借用或冒用其他人，该作品将失去参赛资格。

4. 作品中武术内容的部分仅限于中华武术，任何竞赛/传统武术皆可。

5. 内容可以自由发挥及创作，唯必需配合音乐。

6. 音乐类型没有限制。

7. 参赛作品必须以横向拍摄的MP4 格式递交，视频文件大小不超过 150MB，解像度不可低于 1280 x 720 (HD)，最高为 1920 x 1080 (Full HD)。

六、评审准则

1. 评审团将根据以下准则作为评分标准：

1. 武术层面 （技术与演练）50%
2. 动作规范，风格突出。
3. 劲力顺达，动作协调。
4. 节奏恰当，技术熟练。
5. 内容层面（创意与编排） 30%
6. 利用其他艺术的表现手法，来烘托项目展示。
7. 音乐风格与项目特点和技术动作和谐一致。
8. 富有创新意识。
9. 制作层面 （拍摄与剪辑）20%
10. 画面清晰，图像稳定。
11. 剪接效果，图像构图，采光色调。
12. 影片时长，如超过90秒将影响评分。

八、参赛规则

1. 参赛者报名参赛，即同意其个人资料与视频被主办/协办单位使用。
2. 主办/协办单位有权使用参赛者的视频作为宣传或呈现用途。
3. 参赛者拍摄参赛视频须遵守所在地政府关于疫情防控的有关规定，在确保安全的前提下进行演练和录制。
4. 参赛者在参加本赛事过程中，包括视频录制时所发生的一切安全责任由参赛者完全自负，主办/协办单位不承担任何责任。
5. 参赛作品一概不获发还。
6. 评审团拥有比赛结果及名次的最终决定权。
7. 参赛作品如被发现违反比赛细则、版权或马来西亚及当地法律，主办/协办单位有权取消其参赛资格。
8. 参赛作品内容若涉及政治、敏感内容或含有影射或诽谤他人成份、暴力、色情、粗言秽语、不雅以及任何令人厌恶的语言及行为，主办/协办单位有权取消其参赛资格。
9. 参赛作品的版权归主办/协办单位所有，并有权把作品及得奖者资料（包括姓名）、复制、发表、展示、播放、推广、使用、上载至互联网或作其他用途。
10. 主办/协办单位将保留对比赛各项细则的最终决定权，以及在未有事先公布的情况下修订比赛条款及细则之权力。
11. 所有奖项获得者将自动同意所有照片用作公布获奖结果及刊登于主办/协办单位所有信息平台， 包括 Facebook，Instagram 专页或各宣传刊物与网络平台等。

1. 参赛作品必须为参赛者所拍摄的原创作品，并确保拥有作品内容的影像及声音之知识产权。如有任何授权采用之音乐及录影片片段，必须于参赛作品中注明。
2. 参赛作品因并非原创而抵触任何有关版权法例或引起任何索偿，将由有关参赛者负责，主办/协办单位一概不负任何责任。
3. 参赛者同意将参赛作品之著作财产权无偿授予主办/协办单位不限时间、次数、方式及地域进行或使用于包括宣传活动、公益活动及相关之刊物、资料、建议书、宣传品、手册、网站或其他媒体（媒介上），不限次数加以重制、编辑、改作、散布、公开传输、公开演出、公开发表、公开播送以及其他利用所必要之行为，且同意不对主办/协办单位行使著作人格权。
4. 主办/协办单位保留本次比赛办法修正、更改与删除之权利，如有未尽事宜，请以活动官网公告为准，恕不另行通知。

2021 online wushu art contest of <INFINITY WUSHU ART CONTEST> rules

1. Sponsor and co-organizer

Sponsor: National Bureau of Culture and Arts of Malaysia （Jabatan Kebudayaan dan Kesenian Negara – JKKN）

Co-organizer: Huo Yuan Jia wushu academy

• Contestants

Any Malaysian resident can participate.

a. Participants must enter in their own name.

b. Participating groups must be registered according to age and gender (calculated by year).

c. Divided into 6 groups, namely:

3) Competition date and registration

a. Date

– Registration and upload of entries: 18^th August 2021 to 15^th September 2021

– Judge Judgment: 16^th September 2021 to 19^th September 2021

 - Results announcement: 25th, 26th September 2021

- Certificate and award issuance: further notice

 b. Registration

– All registration must be registered online and upload the video, the deadline is 15^th September 2021.

– Those who are overdue will not be accepted for registration and upload of video.

– The registration fee is free, and participants do not need to pay any fees.

4) Eligibility

- You can only register in your own name, and each participant can only submit one entry.

5) Work requirements

- The duration of entries is set to no more than 90 seconds.

- Entries must be personal original works and cannot use any video of others as the content of the work.

- If it is found to be borrowed or fraudulently used by other people, the work will be disqualified.

- The content of martial arts in the work is limited to Chinese martial arts, and any competition/traditional martial arts is acceptable.

- The content can be freely played and created, but it must be matched with the music.

- There is no limit to the type of music.

- Entries must be submitted in MP4 format shot horizontally, the size of the video file must not exceed 150MB, the resolution must not be lower than 1280 x 720 (HD), and the maximum is 1920 x 1080 (Full HD).

6) Judging criteria

a. The jury will use the following criteria as the scoring criteria:

-  Martial arts level (techniques and drills) 50%

·         Standard action, outstanding style

·         strength and coordination of movements

·         Proper rhythm and skilled

- Content level (creative and layout) 30%

·         Use other artistic expression methods to highlight the project display.

·         The music style is in harmony with the characteristics of the project and technical movements.

·         Be creative.

-Production level (shooting and editing) 20%

·         The picture is clear and the image is stable.

·         Editing effect, image composition, lighting tone.

·         The length of the movie, if it exceeds 90 seconds, it will affect the score

 8) Entry rules

A. Participants who register for the competition agree that their personal data and videos will be used by the organizer/co-organizer.

 B. The organizer/co-organizer has the right to use the participant's video for publicity or presentation purposes.

 C. Participants must abide by the relevant regulations of the local government on the prevention and control of the epidemic when shooting the participating videos, and conduct drills and recordings under the premise of ensuring safety.

 D. Participants are solely responsible for all safety responsibilities that occur during the course of participating in this competition, including during video recording, and the organizer/co-organizer does not assume any responsibility.

 E. Entries will not be returned.

 F. The jury has the final decision on the results and ranking of the competition.

 G. If an entry is found to violate the rules of the competition, copyright, or Malaysian and local laws, the organizer/co-organizer has the right to cancel its qualification.

 H. If the content of the entry involves politics, sensitive content or contains innuendo or defamation of others, violence, pornography, foul language, indecent language and any offensive language and behavior, the organizer/co-organizer has the right to disqualify the entry.

 I. The copyright of the entries belongs to the organizer/co-organizer, and has the right to copy, publish, display, broadcast, promote, use, upload to the Internet or for other purposes the work and the winner's information (including name).

 J. The organizer/co-organizer reserves the right to make the final decision on the rules of the competition, as well as the right to revise the terms and rules of the competition without prior announcement.

 K. All award winners will automatically agree that all photos will be used to announce the results of the award and be published on all information platforms of the organizer/co-organizer, including Facebook, Instagram pages or various promotional publications and online platforms.

 M. Entries must be original works taken by the contestants, and the intellectual property rights of the images and sounds of the content of the work must be ensured. Any authorized music and video clips must be indicated in the entries.

 N. The entries that violate any relevant copyright laws or cause any claims because they are not original will be the responsibility of the relevant entrant, and the organizer/co-organizer shall not be held responsible.

  O. Participants agree to grant the copyright property rights of the entries to the organizer/co-organizer for free for any time, frequency, method, and location, or use it for promotional activities, public welfare activities and related publications, materials, proposals, promotional materials, and manuals , Website or other media (on the media), unlimited times to reproduce, edit, remake, distribute, public transmission, public performance, public publication, public broadcast and other actions necessary for use, and agree not to exercise it against the sponsor/co-organizer Copyright.

P. The organizer/co-organizer reserves the right to amend, change and delete the rules of this competition. If there are any outstanding matters, please refer to the announcement on the official website of the event without prior notice.
